The study is an analysis of the social and environmental perception of local population in relation to critical appropriation of technology for the development of free researches about mitigation, the analysis of the impact of the oil industry and the sustainability of Santos's coast. The data has been collected between June 2012 and May
2013, using the following criteria: 1) Evaluation of Pontos de Cultura of Santos as possible spaces to serve as a temporary experimental laboratory; 2) Responsiveness of local population about the proposal; 3) Recognition of the activity and interest to collaborate by groups that have already developed projects on the theme. At the end of this study was concluded that the
Pontos de Cultura Projeto Parcel and Estação da Cultura e Cidadania can be considered possible areas in Santos to host activities of an experimental laboratory. Part of the population
of the Santos continental area, living in the neighborhood Caruara, demonstrated interest in participating in activities involving critical appropriation of technology for environmental management throughout the region. They demonstrated a clear perception about the developments the oil industry can bring to the region: many environmental impacts as opposed to employment opportunities and profits. The documentation of activities allowed the
proposal to be disseminated and replicated to other collectives that work on related projects in other countries. Thus, it is possible to consider that the development of experimental proposals can lead to the achievement of free social and environmental actions in Santos, or in
other words, to promote actions incorporating the critical appropriation of technologies with ecological knowledge of the local population as a form of empowerment in relation the impacts that the oil industry tends to bring in the region.
